In the DVD for the album Still Not Getting Any, Chuck mentions the meaning of “Perfect World”:

“The first time you listen to it, you’re gonna think that it’s a break-up song… that it’s about a girl, that it’s about someone who left you. But really there’s something else going on. It’s also about, I guess, world events. So it’s kind of like a love song/catastrophy song. I’m probably the only person in the world who sees it but it makes me happy that it’s there.”
